New bill seeks to have interior designers without certification barred

The Ministry of Lands and Housing is spearheading a groundbreaking initiative to elevate standards and ensure quality workmanship in Kenya’s real estate, according to the proposed Institute of Designers Kenya Bill, 2023. The bill aims to enforce rigorous regulations mandating interior designers to obtain professional permits for participation in real estate projects.

“This trailblazing legislation seeks to establish an institute tasked with formulating industry standards, codes of practice, and overseeing all interior designers nationwide,” stated the Ministry of Lands, Public Works, Housing, and Urban Development.

The primary objective of the bill is to foster the development, safeguarding, and progression of creative design practices in Kenya, with a specific emphasis on interior and creative graphic design. The Ministry underscores the initiative’s significance in upholding quality standards within the real estate industry.

According to the bill’s provisions, the Authority will be empowered to register and maintain lists of licensed interior designers, as well as ensure compliance with professional standards. This development aligns with the government’s commitment to constructing 500,000 affordable houses annually, a key component of the national strategic agenda.

Acknowledging the pivotal role played by interior designers in delivering quality housing, particularly in the affordable housing initiative, the government aims to guarantee top-notch professionalism and expertise in the sector. This aligns with the broader vision of addressing the acute housing deficit of approximately 200,000 units annually.

In addition to the proposed bill, the government, in collaboration with global financial institutions, established the Kenya Mortgage Refinancing Company in 2018 to overcome challenges such as high land costs and limited access to affordable long-term financing. This entity aims to provide essential support and liquidity to primary lenders, stimulating the mortgage market and facilitating the realization of affordable housing objectives.

The Institute of Designers Kenya Bill, 2023 signifies not only a transformative shift in regulating interior design practices but also underscores the government’s commitment to revolutionizing the real estate sector for the benefit of Kenyan citizens.
