Trump pauses foreign aid to re-evaluate policy alignment and effectiveness

President Donald Trump has issued an executive order temporarily halting all new foreign development assistance for 90 days, marking a significant shift in the United States’ approach to global aid. Signed on January 20, 2025, the order mandates a sweeping review of current programs to ensure they align with American interests and values.

In the directive, the president expressed concerns that the existing foreign aid framework is often counterproductive. “The United States foreign aid industry and bureaucracy are not aligned with American interests and, in many cases, are antithetical to American values,” the order states. It suggests that certain programs may unintentionally foster instability by promoting ideas and practices that undermine harmonious international relations.

Under the order, all agencies responsible for administering foreign development assistance are instructed to immediately pause new funding and obligations. The Office of Management and Budget (OMB), in coordination with the Secretary of State, will oversee a comprehensive evaluation of each program’s efficiency and relevance to US foreign policy.

The review process will determine whether programs should be resumed, modified, or terminated. Funding may resume during the 90-day period if assessments justify its continuation, with final decisions requiring approval from the Secretary of State and OMB Director. Specific waivers can be granted by the Secretary of State to exempt critical programs from the pause.

The executive order also highlights broader concerns about the role of foreign aid in advancing national interests. By reassessing aid distribution, the administration aims to create a framework that better reflects US strategic goals and fiscal responsibility. “This pause represents a critical step toward ensuring that our foreign aid serves its intended purpose without undermining our values or interests,” a senior administration official said.

While the White House frames the move as a necessary realignment of priorities, critics have raised alarms about potential disruptions to humanitarian and development initiatives in vulnerable regions. Supporters, however, applaud the administration’s focus on accountability and efficiency in global assistance programs.
