Details Of President William Ruto’s Revoked Appointments

President William Ruto has revoked former President Uhuru Kenyatta’s appointment of former ally Omar Boga to the Coast Water Works Development Agency board of directors.

Ruto changed the appointment of Mr. Boga and replaced him with Daniel Katama Mwaringa, who will now serve as the agency’s board chair for a year to February 25, 2024, according to changes published in a gazette notice dated February 1, 2023.

“In exercise of the powers conferred by section 7 (3) of the State Corporations Act, as read together with section 66 (1) (a) and (b) of the Water Act, I, William Samoei Ruto, President and Commander-in-Chief of the Kenya Defence Forces, appoints Daniel Katama Mwaringa, as Chairperson of the Board of Directors of Coast Water Works Development Agency,” the Notice read in part.

The appointments of board members Hussein Ahmed Farah, Rehana Ismail, Abdul Timimi, and Joseph Charo Kambi were also revoked by the head of state.

On February 26, 2021, Boga was appointed by former Water Cabinet Secretary Sicily Kariuki to serve a three-year term. He gained popularity by running for the Orange Democratic (ODM) Party in the 2020 by-election for the Msambweni Constituency.

Boga was defeated in the by-election by Feisal Bader, an independent and supporter of Deputy President William Ruto, who received 15,251 votes.

The agency has also named Hafswa Abdalla Dele, Judith Wabosha Mwamburi, and Mohamed Masoud Mwahima as board members. 2020 saw a vacancy in the office due to the passing of Mustafa Idd, a former Kilifi South MP.

Alice Wahome, cabinet secretary for water, sanitation, and irrigation also revoked the appointments of  Macharia Kariuki, Livingstone Indiete, Hesbon Odumbe (Eng. ), and Edward Kobuthi to the Water Services Regulatory Board’s board of directors.

This also comes weeks after President William Ruto made fresh appointments to key positions in several state organizations and agencies on Friday, January 20, 2023.

Among the key appointments was Abdi Bare Duale who was appointed as the Chairperson of the Board of Directors of Kenya Electricity Transmission Company Limited. Charles Githinji was named the Chairperson of the Pharmacy and Poisons Board in a gazette notice dated 20, January 2023.

The Coast Water Works Development Agency is a parastatal (Government Owned and Autonomous) created under the Water Act, 2016, and established through Gazette Notice No. 59 of 26th April 2019. The Board’s main responsibility is the provision of efficient and economical water and sanitation services to the people of the Coast Region.
