The Kenya Revenue Authority (KRA) has announced that all imported mobile devices must now be registered with their International Mobile Equipment Identity (IMEI) numbers at the point of entry. The directive, which takes effect from January 1, 2025, is part of a concerted effort to enhance compliance and curb the proliferation of counterfeit mobile devices in Kenya. This new regulation aligns with the recommendations of the Communications Authority of Kenya (CA) and is backed by the East African Community Customs Management Act (EACCMA), 2004.
“KRA hereby notifies all importers of mobile devices to submit detailed import entries for all mobile devices, specifying the quantities, proper model descriptions, and incorporating the IMEI numbers into the customs filing system,” the statement read. According to the KRA, this directive will help streamline the identification process and ensure that only authorized and legitimate devices enter the Kenyan market.
The new regulations also extend to passengers entering Kenya with personal mobile devices. “Passengers entering the territory of Kenya will declare the details and the respective IMEI numbers for their devices intended for use, during their stay in the country,” KRA stated. Travelers will need to fill out a Passenger Declaration Form, allowing customs officers to track personal mobile devices more effectively.
Device assemblers and manufacturers within Kenya are also impacted by the changes, as they must “register on the customs portal and submit a report of all devices assembled for the local market along with respective IMEI numbers.” This is intended to ensure that even locally assembled devices adhere to strict compliance standards.
The KRA stressed the importance of compliance with these new requirements, warning that failure to adhere could lead to significant penalties. “Specific guidelines on the submission process will be issued to importers, passengers, and other stakeholders to aid in a seamless transition,” the statement assured.
With the January deadline approaching, importers and travelers are encouraged to familiarize themselves with the updated process.
