Ministry of Agriculture opens tender for PR consultancy services

The Ministry of Agriculture and Livestock Development in Kenya has released an open tender for media, communication, and public relations consultancy services through a newly published Expression of Interest (EOI).

According to the tender document (reference number MOALD/SDA/07/EOI/2024/025), the ministry is seeking to improve its public engagement and communication efforts across different agricultural sectors.

“The Ministry of Agriculture and Livestock Development aims to boost its visibility and presence in the public domain through strategic communication,” the notice states, underlining the government’s emphasis on enhancing public outreach.

The required consultancy services will involve a qualified firm providing expert technical and advisory support for the ministry’s communication strategies. The chosen firm will be responsible for developing and executing comprehensive communication plans. Key deliverables include:

The tender highlights the significance of social media, noting that the consultant must create a style guide for content development, planning, and scheduling across all platforms.

For crisis management, the ministry expects the successful firm to establish and maintain a crisis communication protocol, along with rapid response mechanisms when needed.

The EOI outlines requirements for consultants, requesting a detailed proposal including methodology, work plan, and timelines. Prospective firms must demonstrate expertise in:

  • Public sector communication
  • Media relations management
  • Digital content creation
  • Strategic communication planning
  • Crisis management

All submissions must adhere to the outlined terms of reference and comply with public sector procurement guidelines.
