ODPP discloses reasons behind the arrest of lawyer Morara Kebaso

Lawyer David Morara Kebaso was arrested on October 1, 2024, following allegations of cyber harassment under Kenya’s Misuse and Cybercrimes Act. Kebaso is accused of spreading false information via social media, which authorities claim was aimed at damaging the reputation of prominent businessman David Langat.

According to the charge sheet, Kebaso, using the Twitter account “@MoraraKebasoJnr,” is alleged to have posted content falsely implicating Kenya’s President William Ruto in a financial scheme that involved coercing Langat into auctioning his properties. The post claimed that Ruto used his political influence to buy Langat’s properties at below-market prices. The post also insinuated that the two had a personal relationship tainted by betrayal.

The post, made on September 28, 2024, suggested that Langat had used his assets as collateral to secure loans to support Ruto’s political campaign, only to be later manipulated into a forced sale. “William Ruto approached DL Langat and told him he desperately needs more money for campaign… To make it worse, William Ruto has used his power to undervalue the properties to buy them at a cheaper price. That is the kind of person we are dealing with,” the post read in part.

Kebaso was arrested without a warrant and appeared before a magistrate court on the same day. The Office of the Director of Public Prosecutions (ODPP) confirmed that charges of cyber harassment had been formally lodged against the lawyer, citing the false nature of the claims and their intent to discredit Langat’s reputation.

Authorities have indicated that a digital forensics team, alongside other witnesses, will present evidence against Kebaso in the coming hearings.

Kebaso is also known for his recent work investigating government projects across Kenya. A furniture businessman and lawyer turned civic educator, he has spent the last few months auditing government-launched projects, uncovering discrepancies between official statements and actual conditions on the ground. “There is 70% of the country that is politically illiterate,” Kebaso told Spice FM in a recent interview, emphasizing the need for greater awareness among citizens regarding government activities.

His investigations have revealed a pattern of unfulfilled promises and questionable spending, including instances of “ghost projects” where promised developments remain unimplemented. Kebaso’s work has gained traction on social media, further raising his profile. He has documented over 120 projects requiring investigation, ranging from infrastructure to public services, aiming to drive transparency and accountability in governance.
