EACC clears Ezra Chiloba of misappropriation allegations

The Ethics and Anti-Corruption Commission (EACC) has absolved former Communications Authority of Kenya (CA) Director General Ezra Chiloba due to insufficient evidence regarding allegations against him.

In a statement dated April 4, 2024, EACC CEO Twalib Mbarak announced that the investigative team found no substantial evidence to deem Chiloba and other Authority officials responsible for accusations, including the misappropriation of a KES 622 million staff mortgage scheme.

Chiloba concluded his two-year tenure as the Director General of the Authority on October 18, when he tendered his resignation. Before resigning, he had been absent from his position at the Agency since September 18, following purported revelations of substantial losses within the CA scheme during his leadership. Consequently, he faced an indefinite suspension due to allegations of misconduct, including abuse of office and conflict of interest.

 In a letter dated October 2, addressed to CA Board Chair Mary Mungai, Chiloba rejected the allegations as unfounded and erroneous. He emphasised that all his actions concerning the management of the mortgage scheme were conducted in accordance with applicable policies and guidelines.

Chiloba also expressed reservations about the audit process of the scheme, alleging interference. Additionally, he criticised the documents presented as evidence of disciplinary action against him, citing numerous inconsistencies and contradictions.
