MPs pass amendments that alter the President’s Transition Committee

The National Assembly passed amendments aimed at modifying the makeup of the Assumption of Office of the President Committee membership. Majority leader Kimani Ichung’wah outlined the adjustments in a miscellaneous amendment bill aimed at expanding the Committee’s composition.

The committee oversees the transition process from the outgoing president to the president-elect, ensuring a smooth handover. It arranges for the security, facilities, and personnel required for the president-elect and facilitates communication between the outgoing president and the president-elect.
It also coordinates briefings of the president-elect by pertinent public officials and arranges the swearing-in ceremony. Upon being signed into law by President William Ruto, the President-elect will receive an additional three positions, raising the total Committee membership to six, thereby enhancing their representation.
The Committee will now consist of the Secretary to the Cabinet, Attorney General, Cabinet Secretary Interior, PS Interior and PS Foreign Affairs. PS Treasury, PS ICT, PS Cabinet Office, PS Culture, Chief of Kenya Defence Forces (KDF)) and Director General National Intelligence Service (NIS) will also form part of the Committee.

The other members include Police Inspector General, Head of Public Service, Clerks of Parliament, Judiciary and six persons appointed by the president elect. According to the bill, the PS responsible for cabinet affairs will be the secretary to the Committee.

This modifications will enable individuals with diverse expertise to partake in Committee discussions but will not grant them voting rights on decisions.

Additionally, the amendments relocate the custody of the government seal from the Attorney General’s (AG) office to the State House. However, during the transition period, the AG will retain custody of the Republic of Kenya’s public seal.
