GAWASCO Managing Director arrested for forging KCSE certificate

The Ethics and Anti-Corruption Commission (EACC) has on Friday apprehended the Managing Director of Garissa Water and Sewage Company (GAWASCO) Dolal Mohamed, on charges of purportedly falsifying his Kenya Certificate of Secondary Education (KCSE) credentials to secure qualifications for university admission.

According to a statement released by the EACC, investigations conducted by the commission revealed that the Managing Director had obtained a Grade D (Plain) in his 1998 KCSE exams. However, he stands accused of fabricating a new KCSE Certificate, falsely claiming a Grade C+ (Plus).

The statement further disclosed that using the fraudulent KCSE Certificate, the suspect pursued a Diploma in Public Relations and a Certificate in Purchasing and Supplies at the University of Nairobi. Subsequently, he pursued a bachelor’s degree in development studies at Mt. Kenya University.

In light of Dolal’s promotion to his current position based on forged documents, the EACC announced its intention to recover all salaries and benefits he received since assuming office in 2015.

The total income accrued by Dolal during this period amounted to KES12,987,290. His tenure at GAWASCO began in 2007 as a billing clerk, and he gradually advanced within the organization to eventually become its Managing Director.

This arrest coincides with the ongoing efforts of the commission to address the issue of government employees holding multiple roles. On January 4, the EACC spokesperson, Eric Ngumi, emphasized that the commission had instructed individuals with more than one position to promptly resign from any additional roles they held.

Simultaneously, these officials were directed to refund the salaries and benefits earned from the extra positions. This directive followed a significant ruling in a case involving a government employee who held dual roles as a lecturer at Jomo Kenyatta University of Science and Technology (JKUAT) and a board member at the Kirinyaga County Assembly.
