Kenyan businesses to start paying for WhatsApp service messages from October 1

Meta ends free treatment of customer replies on the WhatsApp Business Platform, with a monthly free allowance and a roughly Sh0.52 rate per message

Kenyan businesses using the WhatsApp Business Platform will begin paying Meta for certain business messages from October 1, 2026, ending the free treatment of customer replies that firms have relied on until now.

Businesses will pay about Sh0.52 per delivered service message in Kenya, based on Meta’s October rate card, after a free allowance of 1,000 delivered service messages per business phone number each month. Meta said the charge applies to messages sent in response to users within an open 24 hour customer service window, and that these messages have not been charged since July 1, 2025. The window is calculated from the time each user message is sent.

The change applies to firms that use the platform or API to reach customers at scale. It does not affect ordinary WhatsApp users or the standard WhatsApp Business mobile application. Banks, fintechs, digital lenders, retailers, hospitals, schools, insurers, hotels, logistics firms and SACCOs are among the organizations that use the channel to communicate with customers.

A company sending 10,000 chargeable service messages in Kenya would pay roughly Sh4,680 after the first 1,000 free messages, assuming the Sh0.52 rate applies. Firms that work through a Solution Provider may face further costs, since Meta says businesses can access the platform through such providers, and some companies may pay separate charges to the providers that run their WhatsApp systems.

There is also a deadline to note. Businesses without a payment method on file by September 30, 2026 will have service message delivery stopped once charging begins on October 1, so Meta has advised adding a payment method to WhatsApp Business Accounts before that date.

Kenya’s rate is not the highest in Africa. Nigerian businesses will pay about $0.0101 per utility message, South Africa about $0.0076, and Egypt about $0.0054, with rates set by the recipient’s country and message category.

Businesses have several options in response. They could absorb the cost, reduce the number of WhatsApp messages, move some communication to SMS, email, apps or websites, or eventually pass part of the cost on to consumers.

The move extends Meta’s shift toward per message pricing. In July 2025, Meta moved from conversation based pricing to per message charges for business initiated marketing, utility and authentication messages, while keeping service replies free.
