Rongo MP Paul Abuor arrested over alleged misuse of public funds

Detectives from the Ethics and Anti-Corruption Commission (EACC) arrested Rongo MP Paul Abuor on Thursday, January 23, 2025, for questioning over allegations of corruption. The arrest followed a series of coordinated raids at Abuor’s rural home in Homa Bay County and his residence in Nairobi. EACC officers also searched other properties linked to the MP as part of a broader investigation into the alleged misuse of public funds.

The EACC confirmed the operation’s success in an official statement, which read, “EACC confirms that today, Thursday, 23rd January 2025, the Commission conducted a successful investigative operation targeting the Member of Parliament (MP) for Rongo Constituency, Paul Odalo Mark, who is under investigation for alleged conflict of interest and theft of public funds.”

The investigation centers around tenders awarded by the Rongo National Government Constituency Development Fund (NG-CDF) to companies associated with the MP between the 2017/2018 and 2024/2025 financial years. Preliminary findings suggest that Abuor, along with his associate Christopher Nelson Abuor, registered a private company named Aztec Infrastructure Kenya Ltd. The company is said to have conducted business with the Rongo NG-CDF, providing services such as classroom construction and borehole drilling. The company has received Ksh 122 million, with Abuor listed as the sole signatory to its bank account.

In addition to Aztec Infrastructure Kenya Ltd, another controversial transaction involves a company called Jebset Holdings Limited, registered under Abuor’s Personal Assistant. The company received Ksh 19.6 million from the Rongo NG-CDF.

Notably, MP Abuor is also the sponsor of a Bill proposing stricter penalties for the misuse of public funds. The Bill seeks to create project-specific bank accounts to enhance transparency and impose severe penalties, including imprisonment, on public servants found guilty of diverting funds.

Investigations into the allegations are ongoing, and the EACC has yet to comment further on the progress of the case.
