President Ruto Announces New Roles For Deputy President , Prime CS

On September 27 2022, President William Ruto announced his cabinet members, a process that had notable differences from that of his predecessor Uhuru Kenyatta. He outlined the roles that his Deputy President, Rigathi Gachagua, will play, perhaps to avoid an overlap with those of the president. Having introduced the new position of Prime Cabinet Minister to be led by Musalia Mudavadi, President Ruto also assigned clear instructions to the holder of the docket.

Key roles of the Deputy President

Deputize the President in the execution of the President’s functions.

Chair Cabinet Committees.

Oversee Implementation of Cabinet decisions across all Ministries and State Departments.

Coordinate Inter-Governmental relations between the National Government and County Governments, including Chairing the Inter-Governmental Budget and Economic Council (IBEC).

Liaison with Constitutional Commissions and Independent Offices in matters that require intervention by the National Government, including budgets, policy formulation and implementation of their recommendations.

Coordinate the planning and supervise the implementation of development partners-funded programs and projects.

Oversee Public Sector Reforms and any other function as may be assigned by the President.

Key roles Prime Cabinet Secretary

Assist the President and the Deputy President in the coordination and supervision of Government Ministries and State Departments.

In liaison with the Ministry responsible for Interior and National Administration, oversee the implementation of National Government policies, programs, and projects.

Chair and coordinate the national government’s legislative agenda across all ministries and state departments in consultation with and for transmission to the party and coalition leaders in Parliament.

Facilitate inter-ministerial coordination of cross-functional initiatives and programmers.

Coordinate and supervise the technical monitoring and evaluation of government policies, programs, and projects across ministries.

Perform any other duties as assigned by the president.
