Nairobi governor Johnson Sakaja will receive Ksh99.6 billion debt from the Nairobi Metropolitan Services (NMS) which has been managing Nairobi County Affairs under the leadership of General Mohammed Badi.
The debt comes in form of pending bills, which the Controller of Budget (CoB) indicates jumped to Ksh99.06 billion for the year ended June 2022, from Ksh54.32 billion a year earlier.
“The county (Nairobi) failed to prepare a satisfactory payment plan for settling the pending bills in the current financial year. During the period under review, the county treasury did not provide a report on the settlement of pending bills as of 30th June 2022,” CoB Margaret Nyakango says in the latest report.

The deed of transfer was signed on February 25, 2020, by then Governor Mike Sonko and then Devolution Cabinet Secretary Eugene Wamalwa, with the blessings of President Uhuru Kenyatta.
Through executive order No. 3 of 2020, the functions under NMS included county health services, transport, public works, utilities and ancillary services, and county planning and development.
The signing of the deed of transfer left City Hall in control of less influential departments.
They include ICT and e-government, education and sports, agriculture and livestock, trade and co-operatives, devolution, environment and finance sectors.
