Kenya approves new policies to promote responsible gambling

In a significant move to tackle the escalating issue of irresponsible gambling and its adverse socio-economic consequences, Kenya’s highest policy-making body has given the green light to a comprehensive set of measures.

This move was published in a despatch released following a cabinet meeting held at State House on October 3, 2023. The meeting focused on various policies, reform proposals, and bills geared towards the implementation of the Administration’s socio-economic blueprint, the Bottom-Up Economic Transformation Agenda (BETA).

The newly approved Gambling Policy, 2023; the Gambling Control Bill, 2023; and the National Lottery Bill, 2023 are poised revolutionize the country’s approach to gambling and betting.

If approved by Parliament, these legislative proposals will replace the outdated legal framework established in 1966, which has proven
inadequate in regulating the complexities of modern gambling practices in Kenya.

The focus of these new policies is to instil a culture of ‘responsible betting and gambling’ within the nation. By encouraging a more mindful approach to these activities, the government aims to mitigate the harmful consequences that unchecked gambling can bring to individuals and communities.

Notably, the legislation also incorporates stringent measures to combat money laundering, aligning Kenya with international standards of financial integrity.

Under these proposed changes, Kenya is set to usher in a new era of gambling governance. The emphasis on responsible gambling signifies a shift from mere regulation to fostering a societal awareness about the potential pitfalls associated with excessive betting and gambling habits. This move not only protects vulnerable individuals but also promotes a healthier national attitude towards these activities.

The new policies mark a significant step forward, reflecting the government’s commitment to curbing the negative impacts of gambling and betting while promoting responsible behaviour. As the legislative proposals await approval in Parliament, Kenya stands poised to set a precedent for responsible gambling practices in the region, demonstrating a proactive stance in safeguarding its citizens’ well-being and financial security.
