Small Ticket Bidding Rules

Individual investors executing non competitive bids face a entry threshold of Kshs 0.1 mn for Treasury paper. Through this USSD interface, account holders submit bids and monitor portfolio balances without visiting bank halls. In addition, the digital pipeline streamlines small ticket participation across 91 day, 182 day, and 364 day issuances. Automating the bidding flow reduces paperwork overhead for the monetary authority while widening public participation.

Integrated Mobile Settlement Channels

To reduce settlement failures, the infrastructure links bidding workflows directly to instant settlement rails. Investors using feature phones settle successful allocations of up to Kshs 0.3 mn instantly via mobile money. Therefore, this integration bypasses slow commercial bank Real Time Gross Settlement processes that delayed retail reconciliation. As a result, the monetary authority experiences lower administrative costs while micro investors receive immediate confirmations.

Impact on Domestic Financial Inclusion

By diversifying primary market participation beyond institutional funds and commercial banks, the state deepens domestic borrowing pools. Thus, lowering entry barriers through accessible mobile channels allows retail savers to seek stable fixed returns. Expanded domestic absorption of short term paper helps stabilize Treasury yield curves and provides predictable budget funding. Over the medium term, retail debt digitisation shifts secondary market liquidity patterns and reduces external borrowing.
