Sakaja’s first budget brings host of tax hikes for Nairobi county

In an ambitious plan to raise KES 19.9 billion annually, the Nairobi County government has proposed a number of new taxes and tax increases in almost all areas of county operations.

The changes have been captured in the Nairobi City County Finance Bill 2023 which is now out for public participation.

If the bill is passed, betting shops will be required to pay KES 50,000 as the annual fee and KES 10,000 as renewal fees. They will also have to pay KES 100,000 in grant fees.

The bill also proposes new taxes for public health services, such as a KES 10,000 public health clearance charge for water bowsers and a similar charge for an effluent discharge permit. There are also new charges for medical waste management and inspection of institutions.

Fees for renting market stalls, food courts, shops and public places will also increase. Charges for a large stall will now be KES 16,250 compared to the previous rate of KES 12,500 .

Parking in Zone 1 areas such as the central business district, Kijabe Street, Upper Hill Community, Ngara, Highridge, Industrial Area, Gigiri, Kilimani, Yaya Centre, Milimani, Hurlingham, Lavington, Karen, Eastleigh, Muthaiga, Gikomba and Nairobi West will increase.

New parking rates for Zone 1 will be KES 300 for a saloon car, KES 500 for a van and KES 1,000 shillings and above for trucks.

However, rates in Zone 2 areas such as South C, Madaraka, Mugoya Estate, Komarock, Huruma and Mathare will decrease. Parking for a saloon car will now cost KES 100 down from KES 200 and will cost KES 150 and KES 500 for vans and lorries respectively.

The new taxes were proposed as part of this year’s budget, the first created by the Sakaja-led administration. The county aims to raise KES 19.9 billion in revenue to help finance a KES 42.3 billion budget.

“This Finance Bill reflects the county government’s commitment to open governance, equitable taxation, and efficient resource utilization to create a better Nairobi for all residents,” said the Office of the County Chief Officer in a statement.
