Inside The Newly Appointed CASs Hefty Remunerations And Allowances

President William Ruto appointed 50 people to the office of Chief Administrative Secretary on Thursday, March 16, 2023.

If elected, the nominees will work in the Executive and their annual gross wages will cost the public KSh460 million.

The Salary and Remuneration Commission (SRC) has outlined the monthly pay for state personnel in the executive branch of the national government in a schedule.

Chief Administrative Secretaries (CAS) fall under the same classification as Principal Secretaries,(PS) according to the schedule approved by SRC Committee chair Lyn Mengich on August 9th, 2022.

PSs are paid a gross salary of Ksh 765,188 per month, as stated in a notice published in the SRC’s (Salaries and Remuneration Commission) Gazette on July 27, 2022.

This sum includes a housing allowance of Ksh 150,000, a commuter allowance for government employees, and a salary market adjustment of Ksh 156,075.

Salary Market Adjustment, according to SRC, is a wage modification that takes into account market positioning, constitutional and statutory principles on reviewing remuneration and benefits, and market positioning.

A vehicle with a maximum engine capacity of 3000cc will also be provided. The state will continue to provide benefits to CASs after retirement.

A State officer must be protected for a sum equal to three times their yearly pensionable emoluments under group personal accident insurance. Additionally, they will be qualified for a car loan of up to KSh.8 million and a mortgage of up to KSh.35 million.

Other Benefits

Daily substinence allowance for State officials in the executive branch of the national government shall receive reimbursement for domestic and international travel expenses at the rates periodically evaluated and established by SRC.

A monthly maximum of KSh.20,000 will be paid for airtime. Security must be offered in accordance with the Inspector-General of Police’s recommendations and cannot be paid for in cash.

The amount of the annual leave allowance is KSh.50,000, and vacation days cannot be converted to cash. The Special Responsibility Allowance will be given to the designated offices in accordance with the current SRC rules.
