President William Ruto has reinstated two former Cabinet Secretaries to significant roles within his administration, as part of a broader strategy to strengthen the execution of his Bottom-Up Economic Agenda (BETA).

Eliud Owalo, who previously served as Cabinet Secretary for Information, Communication, and Technology (ICT), has been appointed as Deputy Chief of Staff, Performance & Delivery Management. This strategic ministerial-level role will see Owalo responsible for the effective implementation, monitoring, and evaluation of priority government projects, in alignment with the BETA Plan.

“Owalo’s office will oversee the performance of Government Ministries, Departments & Agencies in service delivery,” read the official statement issued by Felix Koskei, Chief of Staff and Head of the Public Service.

Moses Kuria, who served as the Cabinet Secretary for Trade, has been appointed as a Senior Advisor within the President’s Council of Economic Advisors. Kuria’s new role is pivotal to the administration’s economic strategy, providing counsel on economic matters central to the BETA Plan.
