U.S. lawmakers have extended an invitation to Kenyan President William Samoei Ruto to address a joint session of Congress during his official visit to the United States.

This event, scheduled for May 23, 2024, would mark President Ruto as the first Kenyan head of state to be accorded this honor and the first African leader to address Congress in nearly two decades.

The invitation, spearheaded by House Foreign Affairs Committee Chairman Michael T. McCaul and Ranking Member Gregory W. Meeks, is seen as a testament to the enduring and deepening ties between the United States and Kenya.

“Such an invitation would underscore the importance of the U.S.-Kenya relationship and send a valuable signal to the people of Africa,” the lawmakers stated in a letter addressed to the Speaker of the House.

As the two nations celebrate 60 years of diplomatic relations, Kenya’s role as a regional economic powerhouse and a key player in counter-terrorism efforts has been highlighted. The country’s vibrant economy, bolstered by a young and educated workforce, has made significant strides in mobile money and information technology sectors.

The United States, one of Kenya’s largest trading partners, benefits from this relationship through various economic and strategic interests, including the African Growth and Opportunity Act (AGOA) and the shared goal of regional stability.

The letter also emphasizes Kenya’s complex security challenges, particularly the threat posed by Al-Shabaab, and the country’s stabilizing role in East Africa. “It is crucial for members of Congress to understand how Kenya’s active participation in Africa’s future and beyond is vital for peace and stability in the region,” the letter urges.

The proposed address by President Ruto is expected to not only celebrate the historical partnership but also to discuss future collaborations and opportunities for American investment in Africa. This invitation reflects a broader U.S. strategy to engage more deeply with African nations and to support mutual growth and security objectives.

President Joe Biden and First Lady Jill Biden will host President William Ruto and First Lady Rachel Ruto of the Republic of Kenya for a State Visit to the United States on May 23, 2024.

The leaders will discuss ways to bolster our cooperation in areas including people-to-people ties, trade and investment, technological innovation, climate and clean energy, health, and security.

The visit will affirm the strategic partnership with Kenya and further the vision set forth at the U.S.-Africa Leaders Summit: African leadership is essential to addressing global priorities.
