Auditor General flags over staffing and appointment irregularities in Kisumu County administration

Auditor General Nancy Gathungu has raised concerns regarding Kisumu Governor Prof. Anyang’ Nyong’o and his deputy Dr. Mathew Owili, citing an overstaffing issue in their offices. According to Gathungu, records obtained from the county’s human resource management indicate that Governor Nyong’o appointed an excess of 47 employees.

In the audit report for the 2022/2023 financial year, Gathungu highlighted that this action violates the Salaries and Remuneration Commission (SRC) regulations regarding the maximum number of staff allowed to be appointed by the Governor.

She specified that out of the 47 additional appointments, eight liaison officers were assigned to the sub-counties of Muhoroni, Kisumu West, Kisumu East, Kisumu Central, Nyando, Nyakach, Kadibo, and Seme to serve as primary contacts for the county.

The Auditor General observed that these roles do not align with the job description guidelines outlined by the Salaries and Remuneration Commission (SRC) for county governments. She criticised the appointment of 10 individuals to the town management committees in the recently established towns of Katito, Kombewa, Maseno, Muhoroni, and Ahero.

Gathungu further noted that the county administration has not furnished any details regarding the positions, terms of employment, or salaries of these 10 members, raising doubts about the legitimacy of their recruitment.
