Former IEBC CEO James Oswago Handed 4-year Jail Term

Former Independent Electoral and Boundaries Commission (IEBC) Chief Executive Officer (CEO) has been sentenced to 4 years in jail over the irregular award of Ksh1.3 billion IEBC tender.

However, he has the option of paying a fine of Ksh.7.5 million.

Oswago and former IEBC deputy commission secretary Wilson Shollei were found guilty by trial magistrate Felix Kombo of flouting procurement laws.

The duo was accused of awarding the tender for the supply of electronic voter identification services in 2013 without having the changes in it approved by the IEBC tender committee.

On a different count, the two were accused of conspiring to grant Face Technologies Limited undue advantage in the tender that saw them receive Ksh.h1,397,724,925.51 for the delivered services.

Oswago was suspended alongside other IEBC officials involved in the tendering process in November 2013 in the aftermath of the presidential election held in March.
