The Communications Authority of Kenya (CA) has announced a public consultation on proposed Digital Sound Broadcasting (DSB) licence templates. This initiative seeks to regulate Kenya’s broadcasting landscape and aligns with the authority’s mandate under the Kenya Information and Communications Act of 1998.
The DSB licence framework, developed during the 2023/24 financial year, aims to guide the digital transition in broadcasting services while streamlining procedures for licensing broadcasters. “The framework outlines the procedure and licence categories for DSB infrastructure and services,” the authority stated.
This consultation is in accordance with the Kenya Constitution of 2010, which emphasizes public participation in policymaking. The CA has invited stakeholders, media, licensees, and members of the public to review the templates and submit their views.
Interested parties can access the proposed licence templates on the Communications Authority’s official website and provide feedback via email at DSBLICENSE2024@ca.go.ke. Submissions must be received by January 17, 2024.
The CA emphasized the importance of collaboration in shaping Kenya’s broadcasting future. “We wish to subject the DSB licence templates to public participation in order to provide stakeholders and the public with an opportunity to submit feedback,” the notice read.
The authority’s mandate extends beyond regulating telecommunications and broadcasting. It also oversees postal services, frequency spectrum resources, and the Universal Service Fund, ensuring secure ICT infrastructure across the country.
