The Directorate of Criminal Investigations (DCI) has announced the arrest of two suspects believed to be part of a cartel selling contraband milk powder.

32.5 tons of suspected contraband milk powder were found during an operation by detectives from the Operations Support Unit (OSU) at a godown near the Eastern Bypass, according to the Directorate of Criminal Investigations (DCI).

The primary suspects were identified as Joseph Waweru and Ali Noor, the alleged broker.

“In the sting operation, an unsuspecting known broker in Eastleigh by the name of Ali Noor directed an undercover hawkshaw to the Kamakis area along the Eastern Bypass after he (the officer) posed as a potential buyer. On arrival, a KBP 480A Mitsubishi truck.”

“On arrival, a KBP 480A Mitsubishi truck loaded with 150 bags each weighing 25 kg arrived. The agreed price was Sh16,500 per bag, translating to Sh2,475,000 in the transaction,” said the DCI.
According to the DCI, the truck was allegedly being escorted by the consignment owner, Joseph Waweru, who was operating a Toyota Prado with registration number KDN 573V and is thought to be the primary supplier to businesspeople in Nairobi.

During questioning, the OSU team was able to locate Joseph Waweru’s godown, Twin Industrial Park Godowns, in the Ruai neighborhood off of Eastern Bypass.

The brands of the milk powder that was confiscated include: 181 bags of Brookside Uganda’s Fresh Dairy product; 421 bags of New Zealand’s Gardo product; 485 bags of China’s Non Dairy Creamer product; 56 bags of New Zealand’s SAMA product; 6 bags of Uganda’s Lato product; and 289 bags of Indian maize corn starch product.

The suspects are now in police custody, awaiting arraignment.
